Nancy, you are a reputable breeder. Don't worry yourself about this law. I am sure if it passes you would not encounter a problem.
I personally think most people are 'good' BUT if someone is looking to get something for nothing, they would be better off purchasing in NJ where they can get reimbursed DOUBLE the cost of the pup!
