If a price is negotiable will depend on the individual circumstances of the breeder. If you find a breeder who easily sells all puppies or who pre-sell puppies you will likely not find any discount, even with negotiations. If, on the other hand, you contact a breeder with older pups or a new breeder or if you have special circumstances these breeders may be more likely to negotiate.
For breeders, some of the American line breeders will discount the sale price in exchange for a pick of the litter puppy (plus a lower fee) or use of sperm from a male...all of this is generally conditioned on the satisfactory testing.
One thing that you will find is that breeding dogs are warrantied only to the value of a pet puppy. If the breeding pup does not pass testing and you can't use it, the breeder will still keep the value of a pet puppy...for instance if you pay $10,000 for a breeding puppy (Aust. MG) and it fails tests, you will get a refund of $7500 because the pet value of an Aust. MG is $2500.
As in any other market, you can find people with too much "stock" and will consider "sale" prices...I don't like looking at it like that, but it is a reality. Still, these breeders (hopefully) hold out for great homes...and that is the major consideration.
