Default Dominance peeing?

I have, sorry, Winston suddenly has this issue with my younger brother. Yesterday and today, Winston will go upstairs to the front main entrance and pee on the carpet if my brother is near in the kitchen. I know it is not a uti, I know it is not fear. My brother for some reason seems to ignore the dog, when Winston wants to play with him, my brother brushes him off. I was thinking it could be a need for attention, but I was also thinking that Winston is peeing for a dominance thing. "this in my house" kinda thing. I have told my brother to show more authority and show the dog that he (brother) is higher on the ruler of the house stage. My brother doesn't understand and no matter what I show him, or tell him, he wont listen.
Sorry to be long winded, but am I right in thinking it is the Dog attempting to assert his spot in the hierarchy? He wont do it around me, my buddies or my mother, JUST my brother!

we have a older dog in our home..when she s home with me she uses the doggie door and do her business on walks..

but, when the wife is home she ll pee or poop in the house for attention..

at times we ll have repairmen over..and i ll have to put all the dogs into the bedroom..she must think im ignoring her cuz thats the time she will
poop or pee on the carpet..

otherwise she s fine home alone with me..
