California Mandatory Spay/Neuter Bill Amended...

Well, they have removed the criminal penalties and all language of exempted status, and they will allow owners (with vet approval) to wait until the dog is 1 year old, but requires the dog to be spayed/neutered or the owner to pay a civil penalty in gradiant amounts for "complaints" about breaking animal control laws except for barking...Still, it is not a good bill...and I hope it is defeated.
