I am not sure how this will affect any California Breeders, but I just read that SB250 the mandatory spay/neuter bill passed the state senate today

I guess I am not understanding it right but doesn't this only applies to private owners? It doesn't mention anything about breeders.

From my understanding (one quick read through) it will require any person owning a dog to procure a licence to keep the dog intact, for each dog. Cash grab

That's how I understand it too Todd, the licensing fees are as yet 'undisclosed' and will be issued by local authorities- so I can see some cities charging a ton for these licenses since they are hurting for revenue so badly

It was passed in the senate....doen't it take some additional voting to become law?
I thought I read somewhere that this is so bad that the SPCA is against it.... |

This passed one house. It needs to pass both houses and be presented to the Governor for signature before it becomes law...let's hope that somewhere along that line there is reason. *sigh*
